GREAT Britain is facing long-term economic decline and social chaos 
unless it urgently improves its schools, business leaders and economists 
warned this weekend after it emerged that children have suffered an 
unprecedented drop in reasoning ability.
    Employers said a groundbreaking study of 10,000 children, which 
reveals that 11- and 12-year-olds are between two and three years behind 
where they were 15 years ago in terms of their ability to think and 
reason, confirmed their worst fears. They said that better skills are 
essential in the global knowledge economy and to compete against highly 
skilled workers from India and China.
    The figures will bolster supporters of Tony Blair’s school reforms, 
which left-wing Labour MPs are this weekend seeking to water down. The 
research, by Michael Shayer, a leading psychologist at King’s College, 
London, will soon appear in the British Journal of Educational 
Psychology. It measures the collapse in children’s cognitive and 
conceptual development, and reveals that the performance of boys and 
girls has deteriorated significantly.
    It undermines government claims that school pupils are becoming 
brighter and more knowledgeable every year and strongly implies that 
exams are easier and grade inflation rife in British schools, as critics 
have long alleged.
    Digby Jones, director-general of the Confederation of British 
Industry, said these latest findings were “horrifying” and that they 
confirmed what his members had been telling him. He warned that Britain 
was heading towards social catastrophe unless educational standards were 
urgently raised: “The greatest challenge to the UK in the next 
generation is that we do not have the basic literacy and numeracy levels 
required. In this huge globalised competitive world where China wants 
your lunch and India wants your dinner, 20% of British adults can’t read 
or write.
    “The social dislocation in producing a generation that is illiterate 
and innumerate is enormous. The failure of basic schooling means we will 
all have a nastier and more dangerous society.”
    Much of the collapse in achievement took place between 1995 and 
2000; but there was a further drop between 2000 and 2004, Shayer’s 
research, funded by the Economic and Social Research Council, a body at 
the heart of Britain’s educational establishment, reveals.
    Jones added that poor education was a key reason for weak 
productivity and that the fact that 30% of those who leave school and go 
to work have to be remedially trained by employers in reading, writing 
and counting amounted to a huge drag on resources: “Globalisation is 
made for Britain, a country where trade is in our DNA. We will not be 
able to make the most of it if we don’t have enough skills. The 
government is failing to produce people entering the workforce capable 
of basic levels of literacy and numeracy.”
    John Redwood, who is co-chairing the Conservative party’s economic 
competitiveness policy group, said the figures were staggering – and 
“even more interesting because they have been produced by a government 
study. These results are extremely worrying. They show we’re not 
teaching our children the right way in primary schools or thereafter. 
This is far wider than just education. It is vital for a competitive 
Britain that we have a well-educated workforce. It shows how important 
it is to have better teaching methods for our children.”
    David Smith, chief economist at Williams de Broë, said: “Unlike the 
government’s fantastic elastic standards, this new research is actually 
trying to measure absolute standards and found that they are in 
freefall.” Smith added that Britain has long failed to educate 
adequately a sizeable section of its population.
    Smith said: “This is frightening. Even though we are starting from a 
low level of achievement, we are still going backwards. Poor education 
denies life chances and will lead to further declines in social 
mobility. Young people with poor numeracy and literacy skills are 
incapable of doing the highly skilled jobs that their counterparts in 
China and India are able to do.”
    The row comes as Prime Minister Tony Blair is trying to push through 
reforms to the school system which would give schools greater freedom 
from local authority control. After a mass rebellion led by Lord 
Kinnock, Downing Street has accepted that it must make concessions and 
compromise with rebel Labour MPs to dilute its proposals.
    Left-wing opponents of the reforms argue that schools may use their 
greater independence to select pupils by ability, something which they 
oppose on principle.
